HVAC Division strengthens sales position in Spain and Portugal

 Arbonia already acquired its existing distribution partner for heating, ventilation, and air conditioning equipment, TECNA S.L. (Tecna), in September 2018 to expand its HVAC direct customer business in the two southern European markets of Spain and Portugal. The acquisition of Cicsa will further strengthen the sales position of the division in the markets of Spain and Portugal with immediate effect. In these two markets, the division is also consistently pursuing its growth strategy of being an innovative provider of systems such as heat pumps, underfloor heating, and ventilation, air conditioning and filter technology, as well as heat exchange components for all types of buildings and applications, both for the new construction and renovation markets. Cicsa is the Spanish market leader in the distribution of designer radiators and bathroom radiators, offering its products both through local wholesalers and through key accounts in the do-it-yourself (DIY) distribution channel, a market segment that is particularly important for the components business in Southern Europe and in which the HVAC Division has not been present to date. Arbonia is taking over all activities of Cicsa, including all employees, in order to ensure that long-standing customer relationships with existing contact persons and ongoing projects with agreed products can be continued smoothly. Cicsa achieved revenue in the high single-digit million range with an attractive EBITDA margin in the 2020 financial year. Based on the underlying company value, the agreed purchase price corresponds to an EV/revenue multiple of 1x. Three new decrees on the energy efficiency of buildings.

After being agreed on by the Unified Conference and signed by Ministers Guidi, Delrio, Galletti, Lorenzin, Madia and Pinotti, the three decrees of the Ministry for Economic Development that will complete the regulatory framework on the energy efficiency of buildings are about to be published in the Official Journal. The first decree contains the new national guidelines for the Certificate on the Energy Performance of Buildings. The Minister has explained that the new APE template will be the same throughout the country and will offer to citizens, Administration and operators more information on the efficiency of the building and of systems, assuring easier comparison of the energy quality of different properties and steering the market towards buildings with better energy quality. There are going to be ten energy classes: from A4 (the best) to G (the worst). The APE will need to indicate proposals to improve the building’s energy efficiency and provide information on financial incentives to implement them. The decree also defines a template for sale and rental ad, that standardises the information on the building’s energy quality and establishes a national database of energy certificates (SIAPE). The second decree that entails application of the operative regulation, consistent in all Regions, defines the new methods for calculating the energy performance and the new minimum efficiency requirements for new buildings and for those undergoing renovation. The decree includes the comparison with a reference building (identical by geometry, orientation, location, intended use) for newly constructed buildings and for those undergoing significant renovations. The minimum requirements are also provided for buildings undergoing mere energy upgrades, concerning the building enclosure and utility installations. The third decree provides reference diagrams and methods for filling in the technical design report for the purpose of applying the requirements and minimum requirements for energy performance in buildings. The diagrams have been prepared according to the type of operation: new construction, significant renovation, energy upgrade. The Ministry’s note explains that “By issuing these provisions, an important step is taken towards the increase in Near Zero Energy Buildings. In fact, as of January 1st, 2021 new buildings and those undergoing significant renovations must be constructed so as to reduce energy consumption to the minimum, mostly covering them with renewable sources. For public buildings this deadline is brought forwards to January 1st, 2019." The three provisions will come into force in October 1st, 2015 and “will allow Italy to be fully aligned with European directives on the matter,” the communiqué concludes. Hotels: non smoking rooms?

Not really. They are just as polluted as rooms for smokers: "no smoking" hotel rooms are as hazardous as those reserved for cigarette lovers. The findings were revealed by the University of San Diego (USA), in a study published by the "British medical journal", which analysed the surfaces and air quality of rooms in 40 hotels. Ten of these had completely banned smoking in every room, while the others had special rooms for smokers. The surfaces of the no smoking rooms of these hotels had nicotine levels more than twice as high as the rooms of hotels where smoking was banned in all rooms. And the other data not to be overlooked, was that 3-Ethynylpyridine in the air, a harmful substance produced by tobacco combustion, was seven times higher than that found in the other hotels. A problem that the authoritative British journal urges to solve as soon as possible. To protect the health of guests and hotel workers as well. How can the problem be solved in practice? "The Sabiana Crystall filter can eliminate the onset of these risks," says engineer Luigi Bontempi, a professor at Accademia Sabiana and an expert in Indoor Air Quality (IAQ), “because it makes it possible to capture and hold all the pollutants in smoke, among others." How? “Thanks to electrical polarisation (positive or negative) of particles, so they are deposited and locked on a surface having the opposite polarity.”

The Unlock Italy Decree amends the Consolidated Construction Law.

The Unlock Italy Decree (LD 133/2014 converted into Law 164/2014) has introduced significant amendments to the Consolidated Construction Law. Below are the main changes in constructions: Combination and splitting The operating range of maintenance and small transformation has widened, as they may be implemented with a mere “notice of work started” (Cil) sworn by a designer. Therefore splitting up or combining property units and all extraordinary maintenance even involving changes to volumes and surfaces of the individual units are “free”. This simplification might potentially involve all the approximately 26 million Italian homeowners. Before the Unlock Italy Decree all construction projects on existing properties that modified the surface or volume were subject to planning permission, with the subsequent procedure for issuing the municipal decision within 90 days and payment of the contribution of the construction cost. Now, however, it will be possible to carry out these works – provided the total volume of the building is not altered –with the simple help of a qualified engineer, who sends the project and the certification of building-planning compliance to the Municipality; after that work can start immediately. Building permit Reduced deadline for the examination (from 120 to 60 days) for municipalities with more than 100,000 inhabitants; possibility of requesting extension of the permit’s validity beyond three years from the start of the works, due to technical difficulties or events occurred (in fact a very large number of cases); finally, you can easily apply for some non-essential variants to the project with a simple SCIA (certified start-up notification) without having to apply for a new permit. Three amendments that simplify citizens’ life to a certain extent also for more complex works (building renovations that entail changing volume or facade, extensions, new constructions). Urban upgrade Municipalities and Regions may reduce primary and secondary urbanisation, construction costs and the construction contribution, to incentivise building renovation works as opposed to new constructions, with a view to limiting soil consumption. Single construction regulation Awaited by professionals and firms to do away with the over 8,000 municipal regulations in force today. It will be ready within November 2015 and implemented by Government, Regions and local autonomous authorities. 20% IRPEF deduction Up to 300 thousand Euro, of expenses incurred between 1 January 2014 to 31 December 2017, to purchase new homes in energy class A or B, or renovate existing homes, and let them at regulated rent for at least 8 years. Rent to buy The "rent to buy" regulations are rearranged, governing the contract for use tied to the subsequent sale of real estate.
